The police charge sheet, which was obtained by CBC News, alleges that Vancouver-area casinos and gambling parlours were used as fronts for illicit money. The two-year investigation, dubbed Project E-Dragon, began in 2012, and has led to the seizure of $30 million in drug profits, the arrest of a former cabinet minister and the discovery of dozens of offshore shell companies, according to court documents. In the time since the investigation began, more than $200 million in alleged drug profits have been seized, according to the criminal charge. The investigation alleges money laundering and fraud charges against 21 people including politicians, casino executives and agents. The charges come amid escalating tensions between the Canadian and American governments over the seizure of millions of dollars in cash at the Vancouver airport and accusations by the Trump administration of Canada's tax policies. The cash seizures resulted in about $48 million being transferred from the United States to Canada, according to court documents. Project E-Dragon alleged that Chinese-run casinos along the Canadian west coast were used as a front for money laundering, with millions of dollars wired to gambling companies in the Vancouver region. According to the criminal charge, alleged money launderers "siphoned cash through the casinos and banking system." Police allege cabinet minister helped launder drug cash Jason Kenney, who was Alberta's finance minister and a member of Stephen Harper's cabinet at the time, was arrested on Oct. 23. Kenney resigned from cabinet in February 2014 and in March, went on the run. The case against Kenney alleges he and one of his senior aides helped launder drug profits into his Vancouver-area riding in 2008.
